Operating under the Research Coordination Office, the Centers Coordination Office provides the services presented below.
Scope of Services
Our Centers Coordination Office carries out:
- 1) the establishment of Application and Research Centers affiliated with the Rectorate, the coordination of their activities, and the tracking of their processes within the scope of Law No. 6550,
- 2) the application, tracking, and coordination of investment program projects supported by the Presidency of Strategy and Budget of the Republic of Türkiye,
- 3) the execution of the Researcher Training Program for the Defense Industry (SAYP) within the scope of University-Industry Collaboration,
- 4) the tracking and coordination of the LABS portal (Laboratory and Research Infrastructure Information System) established by the Ministry of Industry and Technology.
Application and Research Centers
General Information
At our university, application and research centers operate under the Rectorate, and their number is 31. Our country's first joint Application and Research Center, the "Gazi University, Ankara University and Middle East Technical University Neuroscience and Neurotechnology Center of Excellence Joint Application and Research Center established in cooperation with Ankara University and Middle East Technical University", is not included in this number as it is under the coordinating body of Gazi University.
Establishment Processes
You can access the documents and forms required by the Council of Higher Education (YÖK) to be prepared for the establishment of Application and Research Centers in universities from the link below. In addition to filling out the headings and attached documents in the file, a draft regulation must be prepared. After the documents are completed, our University's proposal is first submitted to the Senate, and if the Senate approves the decision to establish the center, it is submitted to YÖK. Following its approval by YÖK, the Center Regulation is sent to the Presidency to be published in the Official Gazette.

Investment Program Technological Research Projects
The Investment Program is announced and goes into effect no later than 15 days after the central government budget law goes into effect each year. Information such as the location, characteristics, start and end dates, project appropriation details, and project type of the projects accepted to realize the policies and priorities in the Development Plan, Medium-Term Program, and Presidential Annual Program are announced to the public in the Investment Program.
The preparation of our university's investment project proposals is coordinated by the Department of Strategy Development, and the budget proposal is prepared according to sub-sectors. The Research Coordination Office is responsible for the "Technological Research" part of our university's budget proposal. After the publication of the Investment Program, expenditures are made through the BAP (Scientific Research Projects) Coordination Office.
New Project Proposals
New Technological Research Projects are submitted through the Research Coordination Office upon call, in the subjects and at times determined by the Presidency of Strategy and Budget (SBB). However, albeit rarely, new project proposals can be submitted to the SBB in cases where the project is a priority.
Ongoing Project Budget Proposals
For each project in the ongoing technological research sector, the "Ongoing Technological Research Sector Projects Information Form" located in "Annex-8 of the Preparation Guide for the Investment Program of the ............ Period" is filled out. The relevant form is shared with the coordinators of the projects included in the Investment Program by the Research Coordination Office and requested to be filled out according to the calendar determined by the Presidency of Strategy and Budget every year - which is usually at the beginning of June. The form, filled out according to actual need figures, is submitted to the SBB and constitutes the basis for the budget meeting held at the SBB.

SAYP Program
The Researcher Training Program for the Defense Industry (SAYP) is an SSB-supported researcher training program initiated by METU with the aim of structuring the graduate thesis studies to be conducted or currently being conducted by students ("Researchers") who are/are not employed in companies operating in the defense industry field and are also enrolled in graduate programs at METU, as guided projects to be carried out in line with the medium and long-term research and development strategies of the companies and in the priority areas determined by the Presidency of Defense Industries (SSB). For this purpose, METU and the Presidency of Defense Industries have signed memorandums of understanding with ASELSAN, TUSAŞ (TAI), ROKETSAN, HAVELSAN, FNSS, MilSOFT, and NUROL. Under the program, which is currently carried out by the SSB and expanded to many defense industry companies and universities, 35 projects have been conducted at our university to date.
LABS Information System
The Laboratory and Research Infrastructure Information System (LABS) is an inventory system established by the Ministry of Industry and Technology where test, equipment, sample, personnel, and general information of laboratories, centers, and research infrastructures providing testing, calibration, and research services required by the industry are kept. Advanced research laboratories, thematic research laboratories, central research laboratories, and other institutional laboratories, which contain trained qualified manpower within higher education and public institutions, as well as machinery-equipment, hardware, and software based on today's modern technologies, and where R&D activities are carried out, are added to the system. In this context, 52 laboratories from our university are registered in the system.
Our university's laboratories that are purely for educational purposes, do not have research infrastructure qualities, do not have the capacity to conduct R&D studies within them, and are not capable of working with the industry are not added as they are not within the scope of the system.
Keeping the LABS portal up-to-date and making data entries by the end of April each year is the obligation of the laboratory supervisors. You can get in contact in cases of adding a laboratory to the system, removing it from the system, or changing the laboratory and data entry supervisor.
